Erin Houlihan is an attorney and international development professional experienced in the design and implementation of democratic governance, rule of law and human rights assistance programs. Before joining NDI as a Program Director focusing on local and regional democratic governance, Erin worked with International IDEA’s constitution-building program based in The Hague. There, her research and advisory work focused on democracy and conflict transitions world-wide, working with constitution-makers and civil society to support reform processes. Prior to this, Erin served for a decade in a variety of senior advisor roles in the Middle East and North Africa, Eurasia, and Africa.
