Advocate Tom Mulisa is a Lecturer of Constitutional law, Human Rights Law and Governance Law at the school of Law of the University of Rwanda. He holds an LLM in Human Rights and Democratisation in Africa from the Centre for Human Rights of the University of Pretoria and Doctoral Researcher at Uppsala University in Sweden; teaching Comparative Constitutional Law for Africa. An Oxford Constitutional law researcher for Rwanda. He is the Executive Director of the Great Lakes Initiative for Human Rights and Development which does public interest litigation, advocacy and Human Rights Monitoring in Rwanda.
